What does HLR mean?

HLR stands for Home Location Registry and is basically a database where the operator saves all the subscriber numbers that belongs to them. Additional information about the subscriber is also stored, such as if the number/handset is available or turned off, if there’s any blocks on the number (if you haven’t paid the bill you won’t be able to receive SMS for example) or if the subscriber is currently roaming and where.

It is possible, if the operator allows, to query this database from the outside to get this basic type of information on a subscriber number.
